WhatsApp Business Calling: How the WhatsApp Calling API Works [2026]
More and more customers call businesses on WhatsApp. Learn what WhatsApp Business calling is, what it costs, which requirements apply and how to use it for customer service.

More and more customers tap the call icon in WhatsApp instead of dialling a phone number. For a long time, a business could only answer those calls on the one phone running the WhatsApp Business app. Meta's WhatsApp Business Calling API changes that: calls now come into your customer service software, right next to your chats, emails and phone calls.

In this article you'll learn what WhatsApp Business calling is, what it costs, which requirements apply and how to use it for customer service.

What is WhatsApp Business calling?

WhatsApp Business calling (officially the WhatsApp Business Calling API) is the calling feature of the WhatsApp Business Platform, Meta's business API. Customers call your business number from the regular WhatsApp app, with the same call button they use to call friends. You answer in the software your team already works in, right in the browser. No separate phone or SIM card needed.

Technically it's an internet call (VoIP): the audio runs through WhatsApp, encrypted, not over the phone network. So it doesn't matter where your customer is, and the customer pays no call charges.

WhatsApp Business App vs. API: calling compared

The free WhatsApp Business app has supported calls for years, but only on one phone. For a team doing customer service together, that's the big difference.

Inbound vs. outbound calls: the difference

The Calling API works in two directions, each with its own rules.

Inbound (customer calls you)Outbound (you call the customer)
Who starts the call? The customer, with the call button in WhatsAppYour agent
Permission needed?NoYes: the customer has to grant permission first
Meta chargesFreePer minute, depending on the country
Available in EuropeYesYes (not in the US, Canada, Egypt, Vietnam and Nigeria)
Typical useQuestions, complaints, help with an orderCallbacks, appointments, complex cases

For outbound calls you first send a permission request. Meta limits this to one request per 24 hours and two per 7 days per customer. If the customer grants temporary permission, you can call them for 7 days.

What does WhatsApp Business calling cost?

Type of callMeta charges
Inbound call (customer calls)Free
Outbound call (business calls)Per minute, billed in 6-second increments; the rate depends on the customer's country
Permission request for outbound callsRegular message rate

A nice extra: when a customer calls you, the 24-hour customer service window opens or is extended. Afterwards you can send the customer a free WhatsApp message, for example with what you agreed on the call. Read more about that window in our help article on reply windows.

Requirements for WhatsApp calling

Not every number can take calls straight away. Meta's requirements:

  • WhatsApp Business Platform (API): the number must be on the Cloud API, not (only) in the WhatsApp Business app.
  • Messaging limit of at least 2,000 customers a day: Meta only enables calling for numbers with this limit. If you're just starting, Meta raises your limit automatically as you message more customers with a good quality rating.
  • Calling switched on per number: calling is off by default and has to be enabled per phone number.
  • A browser with a microphone: your agents answer in the browser, so they need a headset or microphone.

The benefits of WhatsApp calling for customer service

1. A lower threshold for your customer. No looking up numbers or waiting in a queue on a paid line. One tap in the chat that's already open.

2. Free inbound calls. Where a toll-free or premium number costs money, inbound WhatsApp calls are free with Meta.

3. Everything in one conversation. Chat, phone call and any email sit in one timeline. Your colleague sees right away there was a call, how long it took and who took it.

4. No extra phone system. No separate PBX or SIM cards: your existing WhatsApp number is enough.

5. Recognisable and trusted. The customer sees your business name and profile picture, and the green tick on a verified account. That feels safer than an unknown number.

6. Fewer missed opportunities. A missed call doesn't have to be a missed customer: you can send a message automatically so the conversation continues in writing.

How WhatsApp calling works in Bugalou

In Bugalou, WhatsApp calls ring in the same call panel as regular phone calls. To switch it on:

  1. Connect your WhatsApp Business number to Bugalou.
  2. Go to Workspace settings โ†’ Calls and switch on WhatsApp calling for your number. If your number doesn't meet Meta's requirement yet, you'll see it there, with your current limit.
  3. Put yourself in the call queue in the phone panel.
  4. When a customer calls on WhatsApp, Incoming WhatsApp call appears at the bottom right, with a ringtone. Click Accept and the call runs in your browser.

What you'll see next:

SituationWhat Bugalou does
You answerA line in the chat: "๐Ÿ“ž WhatsApp call (2:14) ยท answered by Anne"
Nobody answersA "๐Ÿ“ต Missed WhatsApp call" line and a notification for your team
Several colleagues in the queueThe call rings for everyone; once one answers, it disappears for the rest
You want a break from callsSwitch it off: the call icon disappears from WhatsApp for your customers

WhatsApp calling is available on the Pro and Enterprise plans. Bugalou currently supports inbound WhatsApp calls; for outbound calls you use the Twilio phone integration. All steps are in the help article How to connect Twilio SMS & Voice, under WhatsApp calling.

Missed a WhatsApp call? Follow up automatically

Even the best team misses a call now and then. With the Missed call automation, Bugalou sends an approved WhatsApp template by itself, for example:

โœ‰๏ธ Email example

Hi Anne, we saw you tried to call us. How can we help? Feel free to reply to this message.

The customer can reply straight away and the conversation lands in your team's inbox. You'll find ready-made recipes in WhatsApp automations.

Tips for WhatsApp calling in customer service

  • Only switch calling on when you can answer. A call button nobody responds to frustrates more than no call button. Switch it off outside opening hours or when your team is at capacity.
  • Let the customer choose. Not everyone wants to call. Keep chat as the default and offer calls for complex questions.
  • Sum up the call in the chat. After the call the 24-hour window is open: put what you agreed in writing.
  • Use a good headset. Calls run in the browser; a headset with noise cancelling makes you sound more professional.
  • Always follow up missed calls. An automatic message makes sure no customer is left waiting.

Frequently asked questions about WhatsApp Business calling

Is WhatsApp Business calling free?

Inbound calls, where the customer calls you, are free with Meta. Outbound calls cost a per-minute rate that depends on the customer's country.

Can I make calls with the free WhatsApp Business app?

Yes, but only on the phone the app is installed on. If you want to answer as a team, in your customer service software and with calls saved with the customer, you need the WhatsApp Business API with the Calling API.

Why can't I switch on WhatsApp calling yet?

Meta only enables calling for numbers with a messaging limit of at least 2,000 customers a day. That limit rises automatically as you message more customers with a good quality rating.

Do I need a phone plan or Twilio?

No. For WhatsApp calling, your connected WhatsApp Business number is enough. You only need Twilio for regular phone calls through a phone number.

Does WhatsApp calling support video?

The Calling API is aimed at voice calls. In Bugalou you answer WhatsApp calls as voice calls in the browser.

What happens if nobody answers?

After about half a minute the customer sees the call wasn't answered. In Bugalou you get a notification and can have a WhatsApp message sent automatically.

Conclusion

WhatsApp Business calling turns WhatsApp into a complete customer service channel: chat and calls on the same number, with the whole team and everything in one conversation. Inbound calls are free, and with an automatic message after a missed call, no customer falls through the cracks.
